PRESIDENT and CEO
Tarek has more than 20 years of experience in the real estate development, construction and engineering industries. He has been a trusted partner, providing environmental consulting services to public and private sector clients including developers, real estate owners, investors, facility managers and city, state and federal agencies and municipalities.
Tarek has a wealth of experience integrating environmental risk management with land use planning, resource management, and sustainable development to meet the needs and objectives of clients and stakeholders in urban and rural environments. He has played a key role in major NY Metro Region projects including MTA CCC’s LIRR East Side Access, Columbia University’s Manhattanville Expansion, Bayside Fuel Oil Depot Corporation Remediation, Long Island College Hospital Development, New York Jets Training Facility at Florham Park, LCP Chemicals Superfund Site and FAA Technical Center’s Area D Jet Fuel Farm.
Tarek has also managed a multitude of land development projects in Africa, France, Oman, Qatar, Saudi Arabia, UAE, Iraq and Lebanon.
Tarek is a licensed Professional Engineer in New York, New Jersey, several other US States, and Lebanon.
Mark E. Robbins, P.G., C.P.G., C.E.I.
Mark has over 25 years of experience in geology and hydrogeology, and has extensive experience with Phase I and Phase II Environmental Site Assessments, Remedial Actions, Data Acquisition, Evaluation and Contouring, and Geotechnical Investigations.
Mark has performed over 400 Phase I Assessments, involving everything from residential use to to heavy industrial use properties, and over 200 Subsurface Investigations throughout the United States.
Mark has also designed and implemented over 50 remediation systems for both the public and private sectors.
Mark is a licensed Professional Geologist in New York.
Paul Matli, PhD, P.G.
Vice President/DIRECTOR OF TECHNICAL SERVICES
Paul has over 19 years of experience supporting domestic and international projects in the fields of agricultural engineering, wetland management, and environmental remediation related to real estate development. His particular expertise lies in subsurface geophysical and hydrogeological investigations, soil vapor intrusion assessments, in-situ biochemical remediation of soil and groundwater, remedial system design, and hazardous site management. Paul’s wealth of experience includes large scale remediation of residential, commercial, manufacturing and industrial use facilities as well as gasoline stations, dry cleaners, “E” designation sites, New York State Brownfields and Voluntary Cleanup sites, and superfund sites.
Paul previously served as an Agricultural Engineer in an Italian government-sponsored Rural Development Project in the Upper Bekaa Valley in Lebanon where he was tasked with analyzing natural and financial resources of rural communities to help boost sustainable agricultural production. He also previously served as Environmental Warden of Ammiq Wetland in Lebanon where he worked closely with the United Nations, local government organizations, and private stakeholders to develop and implement a plan for the management of natural resources and protection of endangered water bird species.
Paul holds a PhD in Environmental Science. He is a licensed Professional Geologist in New York and an active member of the American Institute of Professional Geologists. He is also a licensed Professional Engineer in Lebanon.
Paul has received three New York City Big Apple Brownfield Partnership Awards for successfully managing remedial development projects that demonstrate excellence in the categories of Economic Development (2013), Supportive and Affordable Housing (2016), and Green Building (2016).
DIRECTOR OF International SERVICES
Mazen is a Senior Environmental, Water, and Sustainability Engineer with more than 20 years of extensive and intensive experience and demonstrated knowledge, in the fields of Environmental Management, Environmental Assessment and Compliance, Solid Waste Management and Solid Waste Facilities (Design and Operation), Water Resources Planning, Water and Wastewater Treatment and Design, Irrigation Projects, Feasibility Studies and Business Plans, Socio-economic Studies, Agricultural Development, Sustainability and Green Buildings, Green Technology, Projects Management, Contracts Management (as per World Bank, EU, USAID, and other international Agencies and Donors, and in accordance with FIDIC requirements).
Mazen has worked as a World Bank Technical Consultant, as part of the Technical Assistance Team in Lebanon, in the capacity of Water Resources Management and Irrigation Projects under the Irrigation Rehabilitation and Modernization Project (IRMP). Mazen has also worked, as a Senior Environmental Engineer / Project Manager and Team Leader, with several international consultants for national and governmental projects and programs as well as in private sector projects, in the Middle East including Lebanon, UAE, KSA, and Syria. Mr. Makki has over 15 years of specific experience in preparing, coordinating and executing solid waste management national and regional plans and projects.
PROJECT MANAGER/BD Manager
Dorina provides multifaceted environmental engineering support services to HydroTech’s private and public client base. In her role as Project Manager, she supports both domestic and international projects. Her domestic project involvement includes preparing proposals and RFP’s; providing remedial investigation, design, and oversight services for commercial and industrial sites throughout the New York City region; and reporting and coordinating with regulatory agencies such as NYSDEC, NYC DEP, and NYC OER, to facilitate project flow and approvals. Her international project experience includes a 2-year assignment on a World Bank funded project in Baghdad to support the Republic of Iraq in the reconstruction of damaged infrastructure and the restoration of public services to areas impacted by terrorist activity.
Dorina serves on multiple committees for the New York Building Congress and for Professional Women in Construction. She has also previously served as an ACE Mentor for the Greater New York City region.
Dorina was honored as a “20 Under 40 Outstanding Women in Construction” in 2016 and was featured in the New York Real Estate Journal’s 2018 highlight on Women in Real Estate and Construction Services.

Anna Maria has over 30+ years of experience in finance and operations management which spans several industries ranging from consulting to manufacturing, outsourcing, security services, and family owned operations. Anna Maria has overseen finance, operations, administration, and human resources for several different business-types throughout her career including for a company with 8 locations and over 85 employees.
Anna Maria current responsibilities at HydroTech include developing and administering financial controls, negotiating contracts, assisting procurement, handling payroll and employee benefits, evaluating and managing employee benefit programs, ensuring compliance with federal, state, and local regulations and acting as liaison with key clients, lawyers and accountants.
