Professional Engineer
Mr. Walters obtained a Bachelor of Science Degree in Civil and Structural Engineering from University College Cardiff, Cardiff UK and a Masters of Civil Engineering from Polytechnic University of New York. He has completed continuing education in the areas of Foundation Engineering, Condition Assessment of
Existing Buildings, State of the Practice Reinforced Concrete, Structural Steel design, and for many Ground
Improvement Techniques.
Mr. Walters has had committee membership/seminar involvement in the activities of the professional
associations of which he is a member, and just recently served on the Structural Engineers Association of
New York Committee "Underpinning of Buildings - Recommendations to the NYC Department of
Buildings for inclusion in the NYC Building Code". He also performed a lecture to the National Society of
Black Engineers - City College Alumni chapter titled "Structural Engineering - The State of the Practice". Mr. Walters is currently a member of the ASCE NY Metro Section - Structural Engineering Group.
Mr. Walters has performed structural and foundation engineering design and resident engineering
inspection services during construction, on prominent projects such as the US Weather Service Nexrad
Radar Towers, located nationwide, A Gas Fired Power Plant, Baku Azerbaijan, the Mereck Pharmaceuticals
Complex, Pa and the downtown Brooklyn, NY State 33 story Supreme Court complex.
